Le r\u00e9f\u00e9rent handicap en entreprise agit pour faire r\u00e9ussir le recrutement, accompagne l\u2019accueil ou le maintien dans l&#8217;emploi de personnes en situation de handicap, et sensibilise l\u2019entreprise au quotidien. Mais son r\u00f4le est aussi capital dans la formation.<\/p>\n\n\n\n<p>Valoxy Academy, organisme de formation agr\u00e9\u00e9 Qualiopi dans les Hauts de France, explique ici l\u2019importance du r\u00e9f\u00e9rent handicap dans la formation.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Les personnes en situation de handicap et l&#8217;emploi<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>3,3 millions de personnes de 15 \u00e0 64 ans sont reconnues handicap\u00e9es (Insee 2024).<\/li>\n\n\n\n<li>45% des handicap\u00e9s sont actifs, contre pr\u00e8s de 75 % pour la population totale. Rappel : un actif est une personne qui occupe ou recherche un emploi (salari\u00e9 ou ind\u00e9pendant). Les inactifs comprennent (principalement) les personnes au foyer, les retrait\u00e9s et les \u00e9tudiants. (Observatoire des in\u00e9galit\u00e9s)<\/li>\n\n\n\n<li>41&nbsp;% ont un emploi, soit presque deux fois moins que la moyenne nationale.<\/li>\n\n\n\n<li>Parmi les handicap\u00e9s qui occupent un emploi, 33 % travaillent \u00e0 temps partiel, contre 17&nbsp;% pour l\u2019ensemble de la population. (Drees 2023)&nbsp;<\/li>\n\n\n\n<li>En 2024, le taux de ch\u00f4mage des personnes handicap\u00e9es est de 12&nbsp;%, contre 7,3 %&nbsp; sur l\u2019ensemble de la population. (Insee 2024)<\/li>\n<\/ul>\n\n\n\n<p>Ces chiffres attestent du d\u00e9ficit d\u2019acc\u00e8s des personnes handicap\u00e9es au travail. Et montrent donc  le besoin de formations qualifiantes pour am\u00e9liorer l\u2019insertion professionnelle des handicap\u00e9s.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Faire passer l\u2019inclusion du discours \u00e0 l\u2019action<\/strong><\/h3>\n\n\n\n<p>Depuis 2018, la d\u00e9signation d\u2019un r\u00e9f\u00e9rent handicap est obligatoire dans les entreprises de plus de 250 salari\u00e9s. Mais \u2026 et qu\u2019en est-il des autres entreprises ? Car l\u2019enjeu d\u00e9passe largement la conformit\u00e9 !<\/p>\n\n\n\n<p>Le r\u00e9f\u00e9rent handicap est celui ou celle qui est charg\u00e9 d&rsquo;orienter, d&rsquo;informer et d&rsquo;accompagner les personnes en situation de handicap. Il&nbsp;ou elle :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>per\u00e7oit et prend en charge les situations sensibles, souvent invisibles,<\/li>\n\n\n\n<li>traduit des besoins humains en solutions concr\u00e8tes,<\/li>\n\n\n\n<li>rassure les managers,<\/li>\n\n\n\n<li>fait le lien avec des acteurs comme l\u2019<a href=\"https:\/\/www.agefiph.fr\/propos-de-lagefiph\/referent-handicap-en-entreprise-les-missions-cles\">Agefiph<\/a> ou le <a href=\"https:\/\/www.fiphfp.fr\/\">FIPHFP<\/a>,<\/li>\n\n\n\n<li>sensibilise sans culpabiliser.<\/li>\n<\/ul>\n\n\n\n<p>Il ou elle \u00e9volue dans une zone d\u00e9licate : entre confidentialit\u00e9, cadre l\u00e9gal, contraintes budg\u00e9taires, r\u00e9alit\u00e9s op\u00e9rationnelles\u2026.&nbsp;<\/p>\n\n\n\n<p>Son r\u00f4le est de transformer une obligation r\u00e9glementaire en opportunit\u00e9 d\u2019\u00e9quit\u00e9. Car une entreprise qui sait int\u00e9grer le handicap est souvent une entreprise qui sait manager la diversit\u00e9, pr\u00e9venir les risques psychosociaux et fid\u00e9liser ses talents.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>L\u2019inclusion ne repose pas sur une personne !<\/strong><\/h3>\n\n\n\n<p>Le r\u00e9f\u00e9rent handicap ne peut pas tout : l\u2019inclusion est collective. Mais il est le d\u00e9clencheur, le facilitateur et&nbsp;le garant d\u2019une coh\u00e9rence entre les valeurs affich\u00e9es et les pratiques r\u00e9elles\u2026. pour que l\u2019inclusion soit une r\u00e9ussite dans l\u2019entreprise.&nbsp;<\/p>\n\n\n\n<p>Parfois en portant des actions seules, parfois gr\u00e2ce \u00e0 des interactions avec diff\u00e9rents acteurs, comme les ressources humaines. Ce n\u2019est pas un r\u00f4le symbolique, c\u2019est une fonction de terrain. Et surtout, le r\u00e9f\u00e9rent handicap est un r\u00e9v\u00e9lateur de maturit\u00e9 organisationnelle.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Son r\u00f4le est d\u00e9cisif dans les organismes de formation<\/strong><\/h3>\n\n\n\n<p>Dans un organisme de formation, l\u2019enjeu change de dimension. On ne parle plus seulement d\u2019emploi, on parle <strong>d\u2019acc\u00e8s au savoir<\/strong>. Et l\u2019acc\u00e8s au savoir conditionne tout le reste :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>sans formation accessible, pas d\u2019\u00e9volution.<\/li>\n\n\n\n<li>sans mont\u00e9e en comp\u00e9tences, pas d\u2019employabilit\u00e9 durable.<\/li>\n\n\n\n<li>sans inclusion dans la formation, l\u2019\u00e9galit\u00e9 des chances reste th\u00e9orique.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Gardien et garant de l\u2019accessibilit\u00e9 p\u00e9dagogique<\/strong><\/h3>\n\n\n\n<p>Dans un organisme de formation, le r\u00e9f\u00e9rent handicap n\u2019adapte pas seulement un poste de travail. Il questionne :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Le rythme des apprentissages,<\/li>\n\n\n\n<li>Les modalit\u00e9s d\u2019\u00e9valuation,<\/li>\n\n\n\n<li>Les supports p\u00e9dagogiques,<\/li>\n\n\n\n<li>L\u2019animation en salle ou \u00e0 distance,<\/li>\n\n\n\n<li>L\u2019environnement num\u00e9rique.<\/li>\n<\/ul>\n\n\n\n<p>Il rappelle une v\u00e9rit\u00e9 essentielle : <strong>l\u2019\u00e9galit\u00e9 ne consiste pas \u00e0 proposer la m\u00eame chose \u00e0 tout le monde, mais \u00e0 permettre \u00e0 chacun d\u2019acc\u00e9der aux m\u00eames chances de r\u00e9ussite.<\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Au-del\u00e0 de la conformit\u00e9 Qualiopi<\/strong><\/h3>\n\n\n\n<p>La certification Qualiopi impose aux organismes de formation la prise en compte des situations de handicap. Elle oblige aussi \u00e0 formaliser une proc\u00e9dure, tracer les actions, structurer les partenariats. Mais si le r\u00e9f\u00e9rent handicap se limite \u00e0 \u201ccocher une case\u201d, alors l\u2019inclusion devient bureaucratique. Le r\u00e9f\u00e9rent handicap d\u2019un <strong>organisme de formation engag\u00e9<\/strong> :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>anticipe plut\u00f4t que r\u00e9agit,<\/li>\n\n\n\n<li>forme les formateurs pour :\n<ul class=\"wp-block-list\">\n<li>d\u00e9dramatiser la d\u00e9claration d\u2019un handicap invisible,<\/li>\n\n\n\n<li>cr\u00e9er un climat de confiance.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p>Il ne s\u00e9curise pas seulement un audit. <strong>Il s\u00e9curise des parcours de vie professionnelle.<\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Une posture exigeante<\/strong><\/h3>\n\n\n\n<p>\u00catre r\u00e9f\u00e9rent handicap, ce n\u2019est pas \u00eatre \u201cgentil\u201d. <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>C\u2019est \u00eatre lucide, structur\u00e9, exigeant.&nbsp;<\/li>\n\n\n\n<li>C\u2019est savoir dire \u00e0 un formateur : \u201ccette modalit\u00e9 exclut une partie de nos apprenants.\u201d<\/li>\n\n\n\n<li>C\u2019est savoir dire \u00e0 une direction : \u201cl\u2019accessibilit\u00e9 a un co\u00fbt, mais l\u2019exclusion en a un plus grand.\u201d<\/li>\n\n\n\n<li>C\u2019est accepter d\u2019\u00eatre parfois inconfortable&nbsp;: car l\u2019inclusion r\u00e9elle interroge les habitudes, les plannings, les m\u00e9thodes p\u00e9dagogiques.<\/li>\n<\/ul>\n\n\n\n<p><strong>L<\/strong>a place donn\u00e9e au r\u00e9f\u00e9rent handicap dans une entreprise ou un organisme de formation parle d\u2019elle-m\u00eame :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Est-il isol\u00e9 ou soutenu par la direction ?<\/li>\n\n\n\n<li>Est-il consult\u00e9 en amont ou sollicit\u00e9 en urgence ?<\/li>\n\n\n\n<li>Dispose-t-il de moyens ou seulement d\u2019une mission sur le papier ?<\/li>\n<\/ul>\n\n\n\n<p>Un r\u00e9f\u00e9rent handicap fort, reconnu et form\u00e9 est souvent le signe d\u2019une organisation mature.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Rendre le savoir accessible<\/strong><\/h3>\n\n\n\n<p>Dans un organisme de formation, le r\u00e9f\u00e9rent handicap porte une responsabilit\u00e9 encore plus fondamentale : celle de <strong>rendre le savoir accessible.<\/strong> Et rendre le savoir accessible, c\u2019est ouvrir des trajectoires professionnelles. C\u2019est r\u00e9duire les in\u00e9galit\u00e9s.
